City of Harlingen HOME CHDO Program
HCDC is currently administering the City of Harlingen’s HOME CHDC set aside program that involves the construction of single family homes for low to moderate income families. HCDC’s Loan Processor conducts marketing and outreach, works with eligible families, and assists with credit/financial counseling, and in securing down payment assistance from the City of Harlingen.

HCDC Down Payment Assistance
The purpose of the HCDC Down Payment Assistance (DPA) Program is to increase housing opportunities to qualified low to moderate income households by providing necessary financial assistance for eligible down payment, closing costs and/or principle loan reduction in order to purchase their first home.

American Electric Power (AEP) Texas Low Income Weatherization Program
In 2008, HCDC signed a contract with the American Electric Power Company (AEP) to weatherize homes and replace non-energy efficient appliances with new Energy Star products. To date, HCDC has received over $500,000 in program funds and weatherized over 175 homes of low-income families in South Texas.

City of Harlingen Neighborhood Stabilization Program
HCDC is partnering with the City of Harlingen to implement a Neighborhood Stabilization Program grant from TDHCA. HCDC’s role will be to acquire and rehabilitate foreclosed homes and sell them to income-eligible homebuyers. This program began in October 2008 and will continue into 2010.

CDBG Disaster Recovery Program
HCDC has received funding from Cameron County (through the “State of Texas) to assist homeowners whose homes were damaged by Hurricane Dolly in 2008. HCDC will provide assistance in the form of grants for minor repairs, rehabilitation, and reconstruction to eligible homeowners.

Amy Young Barrier Removal Program
Provides one-time grants of up to $20,000 to persons with disabilities qualified as low income, for home modifications necessary for accessibility and the elimination of hazardous conditions.
